Policy 16: Research Performance Program

Overview
The Boonshoft School of Medicine (School), in concert with the College of Science and Mathematics (COSM), is initiating this Research Performance Program to offer financial incentives for research performance to School and School/COSM matrixed faculty members. Separate criteria are presented for fiscal year and academic year faculty members. The Program is similar to those currently available to non-matrixed COSM and College of Engineering and Computer Science (CECS) faculty members.

New School and School/COSM matrixed faculty hires will be offered academic year appointments. Faculty with existing fiscal year appointments may elect to remain on fiscal year appointments or may elect at any time to convert their appointment from a fiscal to an academic year appointment (at 9/11 of the fiscal year salary) effective the following academic year. Such conversion of a faculty appointment, once approved and implemented, cannot be reversed.

Research performance salary and incentives are available to all faculty members who meet the eligibility requirements and criteria. Requests for research performance salary and incentives must be initiated by the faculty member for each fiscal year, and presented in writing to the department chair.

Fiscal Year Faculty

Introduction

The goal of this Program is to provide incentives to fiscal year faculty who reallocate portions of their salaries to extramural funding source(s) in support of their research efforts. The research performance incentives are available to all fiscal year faculty members who meet the eligibility requirements and criteria detailed below.

Eligibility

Eligibility for research performance program payments must be verified by the dean or dean's designee. To qualify for the program a faculty member must

  • have a full-time fiscal year (twelve month) appointment in the Boonshoft School of Medicine or jointly in the Boonshoft School of Medicine and College of Science and Mathematics, and
  • be the principal investigator or co-investigator of a funded extramural award(s) that provides salary offset to the principal investigator and/or co-investigators on the grant and provides facilities and administrative (F&A) cost reimbursement at the approved rate for the funding source.

Criteria

For faculty members who reallocate at least 50% of the annual base salary during a fiscal year to qualifying external research awards, the research performance incentive levels shall be as follows:

  • Investigators reallocating at least 50% of salary during a fiscal year have the option to receive an incentive award up to 10% of their base salary. Example (PDF)
  • Investigators reallocating at least 65% of salary during a fiscal year have the option to receive an incentive award up to 20% of their base salary. Example (PDF)

Source of Funding

Research performance payments must be funded entirely from research incentive (DPDF or RIF ) funds present in the principal investigator's authorized accounts. Payments will be made as a lump sum during the first quarter of the fiscal year following the qualifying period. Payments will only be authorized after the dean or dean's designee verifies the availability of funds in the appropriate accounts.

Academic Year Faculty

Introduction

The goal of this Program is to provide incentives to academic year faculty who reallocate portions of their salaries to extramural funding source(s) in support of their research efforts. Research performance salary is available to all academic year faculty members who meet the eligibility requirements and criteria detailed below.

Eligibility

Eligibility for the research performance program must be verified by the dean or dean's designee. To qualify for the program a faculty member must

  • have a full-time academic year (nine month) appointment in the Boonshoft School of Medicine or jointly in the Boonshoft School of Medicine and College of Science and Mathematics, and
  • be the principal investigator or co-investigator of a funded extramural award(s) that provides summer salary and/or salary offset to the principal investigator and/or co-investigators on the award and provides facilities and administrative (F&A) cost reimbursement at approved rates for the funding source.

Criteria

Investigators are encouraged to earn up to three months (one-third of academic year base salary) of summer salary from external research awards.

  1. Investigators who provide a total of at least six months salary (i.e. at least three months of their academic year salary plus three months of summer salary) from qualifying research grant(s) during a fiscal year have the option to receive a research performance incentive award up to 10% of their academic year base salary. Investigators who provide a total of at least eight months salary (i.e. at least five months of their academic year salary plus three months of summer salary) from qualifying research grant(s) during a fiscal year have the option to receive a research performance incentive award up to 20% of their academic year base salary. Source of Funding

Academic year salary reallocations and summer salary must be funded entirely from extramural research awards in the principal investigator's authorized accounts. New faculty members may utilize start-up funds to pay up to two months of summer salary for research.
